Jessica Howser focuses on the commercial market, state issues, and Medicare Part D.
Before joining Avalere, Jessica had worked at a state exchange, where she was focused on the Affordable Care Act and the individual marketplace.
She also has experience with patient-focused advocacy for opioid-use disorders and women’s health.
Jessica holds a master’s degree in public health policy from the University of Maryland.
